Pugachev was born into a Hasidic family (Chabad) from Ukraine, immigrated to Israel in the 1920s and was appointed to manage the village. After years of experience as a pedagogue and educator in Ukraine and from a deep acquaintance with Janusz Korczak, Pugachev developed a unique educational path for youth with an emphasis on Jewish-Zionist identity alongside farming and pioneering. Pugachev established a Beit Midrash for the study of Judaism and a farm for agricultural work there.

The establishment of the National Campus for Zionist Leadership

In January 2025, the Tavor Association received a 50-year land allocation in the heart of Afula — 30 dunams dedicated to building the National Campus for Zionist Leadership.

The campus will serve as a national hub for cultivating the next generation of Israeli leaders.

Its construction will unfold in two visionary stages, transforming a historic site into a living center of inspiration and purpose.
